Sample letter

Dear Chairman Yao and Members of the Commission: 

(Your organization) is a collaborative coalition comprised of community stakeholders
with the mission to keep the entire city of
Sacramento within ONE Assembly District.

Historically, the city of Sacramento had been fragmented in a number of districts, which
resulted in the city’s inability to provide adequate resources and a collective voice in
Sacramento.  It is imperative Sacramento seek the benefits of one city one district.

Sacramento is a culturally mixed and vibrant city where our demographics include 25%
of the population of Latino descent, 13% African-American, 18% Asian, and 1% Pacific
Islander and Hawaiian.  Time magazine labeled Sacramento the most integrated major U.S. city.

As the Commission continues to come together and adopt guidelines for the redrawing of
district boundaries, we ask that Sacramento be kept intact to continue the great strides our city
has achieved. After all, it is through the Commission’s effort and guidelines in redrawing the
political districts in which our community voice will truly heard in Sacramento.

Citizens throughout California are counting on you to look out for all of our interests.

TALKING POINTS

OPENING COMMENTS  

We want redistricting TOTALLY NON-POLITICAL.

With the passage of Prop 11 and 20, California voters took redistricting out of the hands of the legislature
because we want it to be impartial.

With the passage of Prop. 11 and 20 the people of California are looking forward to seeing the redistricting
of the state done in a non-partisan fashion.

As a supporter of the Federal Voting Rights Act and of Prop 11 and Prop 20 the commission must follow
the criteria set forth in the Act and the propositions.

 

ACTION ITEMS 

We encourage the commission to draw compact and contiguous districts. For example, the City of
Sacramento could easily be one Assembly District.

We propose district lines use Country and City limit lines. And if a County must be divided, use City
limit lines and zip codes.

Ensure communities of interest. For example, the wine growing counties of Lake, Mendocino, Napa,
Sonoma and Yolo in one Congressional District.

We encourage the commission to nest districts: for example two Assembly Districts within one State
Senate District; ten Senate Districts within one Board of Equalization District.

We encourage the commission to abandon the odd-shaped districts that are the hallmark of former
redistricting efforts. For example, Sacramento County and other areas of the state have been carved and
gerrymandered into odd-shaped districts that aren't representative of the communities within which we live.

 

CLOSING REMARKS

We want to urge all members of the commission to remain true to the spirit in which all of you were
selected: to ensure that California's new lines are drawn in the fairest possible way while upholding the
criteria of the Voting Rights Act.

I am concerned that the highly partisan groups--both liberal and conservative--will be given undue
consideration which will only perpetuate the gerrymandering of our city, community, and neighborhoods
into faux legislative districts. Please don't let ideologues continue to carve us up.

We call upon you to put your own biases and your own self interests aside and do what's right for all
of California.

Thank you for your service and consideration of our comments and recommendations.
